Above Average Concrete Augusta Georgia
will not refund our money when he did not do the work

Mr. William Woods presented himself as the owner of “Above Average Concrete” located in Augusta, Georgia. The website for this business states that they are “licensed and bonded” , however in the state of South Carolina where we live, and according to the state licensing bureau, his license lapsed in 2009. He contracted with my husband and I do concrete repair and color stain over 5000 square feet of concrete at our home in Aiken, South Carolina. On May 6, 2012 he presented this contract requesting money up front for materials (half of the total cost - $2100.00). The contract stated that he would complete the job in 7-10 days. He and his crew of two men worked for three hours that day, pressure washing some areas, filling some cracks, and partially filling some cracks. He left his pressure washer at our house that day. We called and emailed him when he did not return for 7 days. On May 15, 2012 he returned and worked for two hours and took his pressure washer with him. He did not return again. We canceled the contract with Mr. Woods on May 23, 2012 and requested that he return our money. He did not respond until we emailed him that we would go to the police and state officials. Through numerous emails he finally said that he would return $1200.00, claiming that the work he did was worth $1000.00. We met with local law officials who explained that this is a scam - that he does a small amount of work so that he can dispute the value of the work he has done and in this way is able to avoid criminal prosecution. He is able to get a large amount of money for almost no work. Additionally, because the total cost of the job is less than $5000.00 he does not have to be licensed although he presents himself as licensed - this is fraudulent. He himself acknowledges that he is untrustworthy in email as he calls my husband “a fool” for believing him. He uses false addresses in Augusta and has no legitimate place of business. He has a website, aboveaverageconcrete.com in which he presents himself as competent and taking pride and care in his work. However, our experience with Mr. Woods has been very different. He has stolen $2100.00 from us for little work that was poorly done ( two weeks later much of the concrete patching is already cracking indicating that he used cheap material in addition to the fraud and larceny is able to perpetrate.
