AT&T False Advertisement Internet

My husband had recieved an advertisement from AT&T about free cellar phones. The adverisement included 2 free phones for $60.00 per month with unlimited access for texting, calling , rollover, internet etc. When we recieved the first bill there was charges for the phones ( which were supposed to be free), access charges for the Internet, charges for texting. The Bill was over $400.00. We contacted AT&T and was told that these were charges for the phones, texting, internet use. My husband had tried to contact them about making payments, they have not replied. We have recieved a 2nd bill which is over $600.00. So, what the advetisement that we recieved was for free phones, unlimited texting, internet, rollover of unused minutes was a gimick to get con you into a great deal that was a lie..
