Cellular Repair He thought I wouldn't notice he put a smaller circuit board in my phone!! Saint Joseph , Missouri

I brought an iphone 4 32GB to Cellular Repair to be fixed. My iphone 4 had water damage and I brought it to them to be fixed and when I picked it up they had put a 16GB hard drive in it instead of the 32GB. They didn't tell me that they had done that, I noticed it about 20 minutes after I had it. I called Drew Woosley (the owner and the guy I had been dealing with) and asked him why it had a 16GB and he said because he didn't have any 32GB so I told him that I either wanted a 32GB like I had or to put the old (broken) one back in my phone and I'd take it somewhere else to be fixed, he agreed, so I drove back to his shop. He attempted to refund my money but because I paid with a debit card he couldn't just put it back on my card so he had his worker (girlfriend) try and she was unable to do it. The company that they use for the debit/credit card machine told them to either give me back cash or a check because they can't refund a debit card. When the lady made out the check she made it for $40.00 less than what I paid and I asked her why and she said that is what they charged to look at the phone, I said well Drew said that I would pay that when I picked my phone up the next day(because he wouldn't fix it the same day). Drew came out of the office and said that was more when he thought he could refund my debit card and now that he can't he was going to charge me a "convenience fee", I told him that I didn't not agree to pay that and I was not going to pay it. He then told me that he could charge me $40.00 for every time he had to take my phone apart, which would be another $80.00. I asked him why he put the wrong part in my phone and why he thought that I should have to pay for his mistake and he said that I never said that I didn't want the 16GB hard drive, I told him that when I dropped it off with him I asked if he could fix it and my work order said it was a 32GB, so why would I want anything less? He kept saying that if he had to take my phone apart again he would charge me $40. I said that I would not pay it, and then told him that was not what we agreed. We argued about it for several minutes and finally I said I will take my phone and I will be seeking legal action. I now have a phone that has half the memory that I paid for when I got the phone. I didn't feel comfortable leaving the phone with him since he kept saying that he would charge me for taking it apart again. I guess he thought that I wouldn't notice that he had given me the wrong circuit board but sadly for him, I am electronically smart enough to figure that out, I just wonder how many people he has taken advantage of.
