children and youth services keeping my daughter from me without giving me any reasons to why lancaster, Pennsylvania

About 6 months ago i drove a friend to the hospital af6ter he had done some legal incense. He must have done something else before he met up with us and had reaction, so we drove him to the hospital with our daughter in the vehicle. Even though i had told the officer i had not done anything because i was driving, 2 days later cys told me and her dad that my mom will take her untill we are fit to care for her. And we were told if we didn't sign a "saftey plan paper" she would go in foster care. So we signed it. Please keep in mind we are both ex addicts(4yrs clean), mother is bi polar. Ever since she was taken we have done everything they have asked they randomly drug test us. We have NEVER done any type of drug since it happened and for some odd reason i came up positive for thc. Instead of telling me it came up positive she informed my mother and later discovered that it was a mistake. I was never positive. Her dad is currently undergoing IOP 3 days a week,2hrs a day. He is 4 years clean. I am not under any kind of treatment for drugs. Then they told us he came up positive for thc and benzos. I know this was a lie because we took a home drug test and documented how he was negative for anything at all. When they first took her I was stable on my medication, then got very depressed when she left ,and yes got into some trouble with police. Thats why they say they are not giving her back ( I am mentally unstable). But if you take notice i have not been in trouble with anything and have been on the right medication for years before they stepped in. I am having a hard time because they have absolutly no reason to have her right now. Please help me get my family back.
