City of Los Angeles Citation For No Current Valid Vehicle Registration Los Angeles, California

I got a parking ticket for not having proof of current vehicle registration. The city of L.A. said its a city ordinance and I can't do anything about it except show proof of correction and pay the reduced fine of $10 instead of $25. I sent the DMV my payment through bill pay from my bank account and it was delivered on August 29, but DMV has not processed it. Those jerks at the city of L.A. told me that I can get the citation dismissed if I get a letter from the DMV stating they have my funds and haven't processed them yet. That's an unreasonable request since if they found the check among all the other checks they would process it. I went to the DMV and paid the registration fee in person and they waived the penalties since its their mistake, but the city of L.A. still wants me to pay the $10. Its the principle of the thing. If I pay I am in a way admitting some guilt. I am also on SSI so it would be a financial hardship for me. I told the city of L.A this and they didn't care. I also called 3-1-1 and left a message for the mayor, but I doubt he'll do anything about it. Maybe if enough people complain to the city about this unreasonable organized theft something will be done about it. I'm sure I'm not the only one this happened to. We need a public outcry about this. Maybe the L.A. Times would be interested in writing an article about this governmental organized criminal activity. By the way, my registration receipt says that my car registration is from July 10, 2011 to July 10, 2012 but the city of L.A. still wants my money and considers the citation "corrected." I also got a citation along with this one for having no handicapped placard displayed while parked at a meter even though my license plates are disabled plates. I contested this and got a letter stating that the citation is valid. I called the City of L.A. and explained to them that my license plates are handicapped plates so how can they not be displayed? The representative said she will process the administrative review again and they will notify me in a week. I have yet to hear from them since I did this yesterday, Friday September 17, 2011. I have a feeling they're going to find me guilty anyway. This is causing major undue stress for me.
