Ethio American Insurance Toby Frazier Insurance company says they can't pay claim (OR deny claim for my uninsured motorist to pay)because their insure

Almost one year ago, I was sitting in traffic when a local taxi cab put his car in reverse and backed into me. Thankfully, he agreed to pull over while I phoned the police department. He said he did have insurance and I assumed that was true. The police came and I proceeded to report the claim to my insurance State Farm. Long story slightly shorter....it has been one ridiculous nightmare. Ethio American Insurance appears to be legitimate...but I've decided that they must not be. I had a claims adjusters name...and tried to communicate with them after State Farm said they would not return phone calls. Then they responded and said they would have to deny the claim because they were unable to contact their insured. I tried to call the claims adjuster for Ethio and was told that person no longer worked there. I got the new persons name (Toby Frazier, a female) and I never got any response...only her voice mail. I emailed, called numerous times, and never heard anything. State Farm said our only recourse was to pay it under my insurance and they would try to get their money back and refund mine. I haven't understood that if the driver was not insured---why my uninsured Motorist coverage wouldn't pick up. (A smaller deductible than my coverage.) But they won't send a letter of denial. (Although they have told State Farm over and over they are going to send it.) It seems to me there are 2 options here...either the taxi company (IMPORT TAXI from Dalton GA) has the coverage or they don't. So it would either pay it or my uninsured Motorist would pay. But nobody can give anything in writing so that we can move forward. I have been a faithful fan / customer of State Farm Insurance for many many years (in fact, used to be employed by State Farm) but I have been very frustrated with our agent for not pushing this insurance company more than they have. I filed a complaint with the State of Ga Insurance Commissioner. They were sympathetic but said all that I could do is to take Import Taxi to court. I don't have the money to do this. Nor the time. I have felt frustrated that any phone calls to follow up on this are always originated by me to my agent or state farm and not the other way around. When all this ends, I will most likely find a different insurance company or at least pray I don't ever have another claim or encounter needing assistance.
