F & S Ripped off. Oceanside, California

On October 11. 2011 I visited San Ysidro. After driving around for a while, looking for parking, I end up parking behing a fast food restaurant. I did not park in a pay parking du to a traffic jam and two motorcicle Officers where at the site. I drove to the back of the restauant parkinglot. On one side were Tow Away signs posted and on the other side there was nothing. So I parked on the side that was not posted. I went on to see my dentist and came back to find my car missing. A friendly couple asked me if I am looking for my car and informed me that it was towed and to go inside the restaurant for more information. I did and I was directed to a man sitting at a table by the window reading a news paper. He end up giving me a number and I called it from my cell phone. However, the man bluntly told me that it will be $345 in cash only to get my car back. I asked him where it was and how do I get there. Very boldy, he gave me the address and told me to get a ride. I am not familiar with the area, I was very worried. Got a taxi and went to 5662 Otay Valley Rd. He wanted to see proof and the cash before I could get to my car. Well, my proof was in my car. After negotiating, he let me open my car and show him my registration. I was very upset and he really redirected me from asking questions regarding a receipt. I gave him the cash, he took copies of my registration and driverlicense. Once on the road, I realized that I never got a receipt. I called him and asked if he could send me my receipt. He declined and told me that they dont mail receipts and that it was my own fault for not asking. He advised me to pick up areceipt when i am back in the area. I just called them and informed them that I will be there on Tuesday to pick up my receipt. Again, I was blamed for not getting a receipt. I did let him know that it is the law that a consumer has the right for a receipt when paying in cash and especially when requested. I really feel that something is not right and I was ripped off by them practicing unfair business. I am very disappointed that a fasfood chain allows someone to sit in their restaurant to practice unfair business scams.
