I recently received my Home Depot/CitiBank credit card statement, knowing that I had a credit balance under $1. Statement showed a zero balance. Called Home Depot/Citibank Customer Service and spoke to Ryan and was told that refunds are not returned if under $1. Spoke to Supervisor (Takia, ID THD94) who concurred and further stated that said credit balances go to charity. I asked for documentation, showing which charities. Approximately 2 weeks later, received a generic Card Agreement, stating nothing about charties. One week after, I received a $1 check in the mail. My questions is: How many Home Depot/Citibank cardholders have a credit balance of under $1 and never receive this money and do not follow up? Isn't this called fraud/stealing?
