International Cell Phone fraud iphones Orlando, Florida

I would like to report the International Cellphone Store located on 4967 International Dr. #K24, Orlando, FL, 32819 for committing fraud. The store main business is to sell unlocked cellular phones for international use. On December 3rd, 2010, I purchased from them an iphone 3GS that was supposed to be unlocked for international use. At several times I asked if the phone was unlocked and if it could be used in Brazil to which all the time their answer was affirmative. Currently (five days later), I'm in Brazil with a phone that does not work. As it turned out, the phone was not only locked but the version they sold me cannot be unlocked. After realizing this, I tried to reach them by calling all the telephone numberr listed online and on the receipt but none of the numbers work. Now, they got my money, I cannot communicate with them and I will not be back in the States for a couple of months so I can deal with them in person. I believe the International Cellphone Store does this kind of scam to a lot of people since they are located in a very turistic place and the client does not realize the problem until they are abroad and it's too late.
