Rotten out of date meat

I recently purchased meat from a man selling door to door. I had seen him around before and always said not interested. But this day I let him in to listen, He made us feel as though we were getting a good deal. Said some one ordered them and couldn't afford to pay, so he would sell them at his coast so he didn't lose any money. I payed by EBT card. The meat he gave us is not what he showed. The had a brown tint to them. I wasn't sure if it was the packaging or not. So we thawed out some , I was disgusted when I opened them, the smell was gross they were brown and slimy.I checked the packaging nothing but Mid weaster Brand on it. Oh and the date of expiration 4/11 This is 12/12. I can't seem to find a number to contact and I did get a recipt with nothing on it but the price. Is their any thing I can do? I have 5 kids to feed and lost 150. I am so out raged.
