North Shore Software Samuel Hicks

I had hired Samuel Hicks (aka Sam Hicks) who is the President / Sole Owner of Northshore Software (North Shore Software) based in Chicago, to develop an application for iPhone. He rents a office sharing space at 500 N. Michigan Ave. He will propose a low cost contract and his intention is to basically scam you. I made few installments as progress was being made. When I asked to complete the project, he asked for additional installment so that he focus on my project only. I paid in good faith but after that he stopped answering my calls. When I kept on emailing and calling him, he said that he was being evicted from his home and does not have time. When I asked for a timeframe, he sent me an email along with codes and said that he is not going to work on my project and this is the code and he does not owe me anything. I had paid 85% of the contract price and all I got was garbage. I showed the codes to other programmer and they said that it was nothing of use. BEWARE of this person. He is nothing but a SCAMER. His intentions are to scam small businesses.
