Paypal Paypal, Inc. Outright theft of funds by paypal on TWO accounts San Jose, California

Paypal's latest fraudulent scam is the following and they've done it to me on not one by two accounts stealing over $100 from me. If you login to your account while on vacation Paypal will randomly freeze your account but instead of canceling any pending payments they will steal the funds from your account and freeze them in your locked paypal account instead of simply returning them to your bank account. They then demand unreasonable documentation to which they are clearly not entitled. They claim they will unfreeze the accounts for a copy of a driver's license but after to providing it they continue to demand more documentation. This is clear cut theft / fraud. If paypal was actually engaging in something concerning legitimate security of accounts there is no reason not to return the funds to the account from which they were taken. They refuse to do this.
