Paid full but didn't receive the good and also didn't receive return payment, this supplier is a cheater

PT HAMARO CENTRAL BISNIS is the cheater, website http://www.worldseafoodinternational.com. After several small shipments, we order a container of red grouper. After we paid the full payment , he didn't send the container and lied to us he had problem to send. We asked our forwarder to take the goods, but he became angry and tried to manipulate it. We went to Indonesia asked him to pay back our payment, so he had agreement to us to pay back on 2014 2nd April, but he didn't do it. We had sent our lawyer to him; he said if we want the payment back need to follow what he wants which several times installment and without any guarantee he will do or not. We have tried to report to Alibaba, but he told to Alibaba we should solve this problem by our lawyer which means he doesn't want to return our payment if we don't take legal force. How wicked person like this! We just want our payment back even he broke the contract. Before he said he wanted to send back some payment but he didn't and sent us the fake bank slip. He is totally untrustworthy. Attachment is the official agreement. This supplier is 100% cheater. Below is full information of this supplier.
