Siteground.com worst website service EVER, refuse to give REFUNDS washington DC, Washington DC

I signed up for a website with hosting for a year. I could NOT figure out how to do the thing. I spent a few hours on it and next thing it was not online. I asked for my money back, THREE TIMES via email. I kept getting instructions How to do that instead of any CUSTOMER SERVICE HELP. Finally, I followed the instructions to the best of my ability. But I spent $37.90 and got $9.99 back and cannot get anyone to send me the rest of the money back. I GOT NO WEBSITE, NO SERVICE AND THEY RIPPED ME OFF for $30... for DOING NOTHING.
