I was hired to install a parking lot at the Hilton Garden Inn and Homewood Suites in Bossier City, Louisiana. The General contractor was The Lemoine company. The project was never to have an asphalt parking lot, but Lemoine talked the owner (against the engineers advice) into going with asphalt in Lieu of concrete to save about $250,000. Here we are almost 6 months after completion (and out $100,000) and the parking lot is failing in areas due to the contaminated soil under it that was NOT allowed to be removed (according to the site contractor), yet covered up and now holds so much water its taking the parking lot with it. To date the asphalt has past every test that a Highway would have to pass, yet the only specification in the contract (remember it was supposed to be concrete) was that the material be of a Louisiana Department of Transportation type, which was approved prior to placement. So now I'm out a $100,000 until they find an engineering firm that will tell them what they want to hear. In short, Lemoine and The owner (Dimension Development) took a gamble to go with asphalt to save a buck and gambled wrong! Next time listen to the engineer!!
