value point distribution never sent hard top to spa as ordered and paid for and then...broke off communication ,see their last email, Internet

I ordered a spa from Value Point in November. After 4 months (!) the spa arrived without a hard cover. You can't get a live voice on their 1-800 # so all correspondence is by email. After an additional 6 weeks, here's the last email from V.P. (They gave up on me but they kept my money.)
"Steve" at Value point wrote [on April 11, 2011]:
"Here is the contact for QCA the company I ordered the cover for. I'm letting you handle it from now one. You will have better luck since you are the customer. I will not go any further on this."
Are they dishonest? Probably just inept. I've since found several similar complaints on line.

Have similar issue. Bought fireplace cover. They could not send it. Out of stock. Finally returned emails and said they would send a check to rebate my money. Always next month it will be sent.
Now 9 months later still no check. Said they would send first week of July. e weeks ago.
Please guys send me my money.
