Walmart pre pay visa Charge overdraft with a pre pay visa card? WTF! Boise, Idaho

I purchased a (PRE PAY) visa from Walmart to use online with eBay and Pay Pal some sense of comfort with purchases on line, and for several months and many purchases I had no trouble. But eventually I ended up with the strangest thing a charge to the card that I did not authorize nor make. Any time I made a purchase I always had to physically go get the funds from the bank and put them into the account for some ridiculous $3. Charge I agreed to. But funds always were required for any purchase and so I wen't to any trouble to do any transaction I needed this way. The last transaction I made was from eBay for 3 items from the same seller for about $160 dollars, all three items came and did not match the description as they were sold, so I went through all the proper channels and returned them. Upon doing so I contacted the Walmart Pre Pay Visa as well to notify them of the money being returned, upon doing so I was informed of a charge to the card in some amount like $20 dollars. I ask how that would be possible because the card had no balance $0 dollars on a pre pay card means I can buy zero items, how now is the card able to function without any funds and with no authorization from me either? They have no overdraft available it's a PRE-PAY card! This dumbfounded me and I immediately just cancelled the card, with that kind of action the money returning might just as well end up going to who knows what and in advance before it even returns? So the return ended up in 3 forms one is still as a pay pal credit of $18 dollars, another of $40 was sent to the Walmart Visa card, where $20 was used to pay some charge I never made, and the other $20 returned in the form of a check that I took to Walmart and for a fee cashed! Now there is the balance of $100.76 that came from eBay to Pay Pal and then back to eBay and again back to Pay Pal and then to the Walmart Pre Pay card that now has been cancelled for 2 months! I have tried calling them and entered the information of my SS# and birthday to gain access to speaking with some real customer service, but the system said my birthday and SS# don't match? I wan't them to tell the IRS about that! Don't match WTF just get me some live customer service it's a petty $100 dollars and the $20 they issued prior without any available funds or based on a transaction I requested! They suck and I imagine enough of this chump change adds up for them to some serious money! Well, I want mine back!
