Walmart Chase Sale declined and funds withheld, Funds held for 30 days with no purchase, No purchase for $640, Internet

I tried to purchase an ipad from Walmart.com. I entered my credit card information (my bank credit/debit card) and was turned down due to the mismatch of information (I had just moved and although I had called the bank with my new address, the card was still listed in the old address). After 3 attempts to purchase the ipad, the website message said "you can no longer use that card - due to the mismatch of information". I went to Best Buy and purchased the ipad using my old address. When I logged in to my bank account I was shocked to see a $640 pending charge to Walmart (in addition to the $640 charge to Best Buy), since the transaction was turned down by Walmart.

I called Walmart and they told me to call my bank. I called Chase and they told me to call Walmart. I called and emailed both institutions 3 more times each. It's one week later and they still have not released the hold on the $640. My account is dwindling and I cannot spend that money, or my account will be charged an overdraft fee. To top it off my company is 3 paychecks behind in paying me, my husband's check won't clear for another 10 days (even though it was deposited 5 days ago by a large and reputable company), and so we really need the funds. It seems that everyone wants to hang on toour rightfully earned money.I can't even believe its legal that they can tie up my money on a transaction they refused to put through! How can that be?
