Candise Greenwell-Winder, a case manager with Jefferson County Adult Protection Services who is also serving as Guardian for an incapacitated developmentally disabled adult. Greenwell-Winder has not handled the Ward's case competently or acting in the Ward's best interest in that she has: 1. Filed false reports to the court to obtain guardianship on an incapacitated developmentally disabled adult. 2. Failed to comply with court orders regarding the care, treatment and rights of the Ward, then continually made excuses about her non-compliance. 3. Transferred the Ward's medical care to an incompetent medical provider, who was 1) caught fraudulently using the Ward's Medicaid benefits to pay for services and supplies for other residents; 2) caught using residents in a drug study involving a drug that had been removed from the market because of dangerous side effects without the consent of the resident or the residents' guardians; and 3) was medically negligent, inasmuch, caused the premature deaths of several residents. 4. Failed to provide oversight of the Ward's care and in doing so subjected the Ward to abuse by care givers. 5. Failed to provide the family with the physical address of the Ward's whereabouts when the Ward was moved. 6. Failed to act in the best interest of the Ward by traumatizing her with an unnecessary and illegal isolation by keeping her from her family. 7. Repeatedly ignored the Ward's rights and overstepped her authority in violation of Colorado Revised Statutes, court orders, and the Americans with Disabilities Act. 8. Failed to properly manage the Ward's money by failing to pay the Ward's monthly expenses. 9. Repeatedly and consistently acted to forward her own personal agenda, prejudices, and biases instead of acting to protect the best interests of the Ward. 10. Authorized the use of a dangerous psychotropic medication on the Ward. Candise Greenwell adheres to the APS policy of isolate, medication, liquidate, and eradicate. |
