HSA Account Theft

My JP Morgan Chase HSA account was robbed of all money ($11,500) due to debit card transactions from Madrid, Paris, etc for travel, bus tours, hotels, golf pro shops, etc. Chase claims they are not responsbile for monitoring any transactions through the use of a debit card. Any stolen amounts reported that are older than 60 days will not be reimbursed by Chase. There were over 70 transactions in one month - my account normally had one or two distributions every other month for over two years, however, since nothing is monitored by Chase, it was very easy for someone to rob my account. Per Chase employees, 70 transactions in one month is not out of the ordinary when using an HSA account. The debit card was always in my possession and I had not authorized anyone other than me to use it. I did not think there was a need to look at the balances in my account each month because you trust that Chase would safeguard your money. I really learned a costly lesson that Chase is not responsible for anything and that I am to blame for the theft of my money.
