they charge me to get the package

I am Ronnie.
someone sent me an package using the KABX XPRESS CARGO. and the package arrived today. and someone from manila airport texted me and informing about the package... and she sent a certificate from DEPARTMENT OF FINANCE BUREAU OF CUSTOM.. stating about my package has charge of the amount 12,500 for me to get the delivery. this was sent by email to me. and the person behind this is MS. Gloria San Jose ( Custom Clearance Dept.) this is every first time that happened to me. i have been recieved packages from my relatives and friends abroad and all the package was delivered directly in my home adress!
the Person that sent me the package is name by GEORGE BACON which i meet in dating website!

please make some actions for this. and check is this is legal operation! i want to be secure!

I experienced same scenario and now getting worst in Kabx Xpress Cargo. same as stated in the above complains, the said name Ms. Gloria San Jose informed me thru text and email stating that I have to settle the airport charges w/ the amount of 12, 500php and I paid. Now, they are asking me to pay again 35, 000 pesos coz there is a problem in my package. Hollycow, why?? Kabx has the responsibility to be true to their policy that only the sender will settle the fee. Until now, they are still holding my package.
