Progress Energy constantly increasing my deposit based on some guidelines or claim cause i was delingunet Raleigh, North Carolina

Was sent a notice stating = that a review of my billing records indicate that my present deposit for electric services does not meet the guidelines set by the FPSC & that a recently a delinquent payment resulted in an interruption of services . therefore aa deposit will be included as a seprate item on your next bill,payment of deposit is request at the due date of your next bill. so my issue is will there be justification for another increase in deposit next time am late & will i be forced to pay it at the same time of my bill ,why is their no way of paying it in installments. aside from all this i would love a form indicating all these so called guidelines & form indication what are the true T.O.S .
