Target National Bank Recieved Payment Then Held Funds and Credit Line Minneapolis, Minnesota

Simple. We made our normal electronic payment to our Target Visa. The payment clears our bank, they have our funds yet it does not reflect on our available credit.
Upon contacting Target credit dept, they then purposely hold the funds and cause us to be stranded while traveling. They have our funds, several hundred dollars yet refuse to release it to our credit line. We have never missed a payment and they make a fair profit on us as consumers.
We are fine with that but holding our money for more than 5 days after it has been recieved on their end is ludicrous.

I would like to know if Target delay restoring my available Credit Limit to make sure they receive the funds. Where is my payment? It has been deducted from my bank account and according to Target Customer Service they don't have the payment. Where is my money?

I have the right to know where my money is for the 15 days it takes Target to post to my account.

Question:
Who has the funds?
Where is it sitting?
Does it collect interest?
What is Target?s process for restoring my available limit after funds have been received?

I have documented the phone calls made to Target customer service/emails through my account. I have contacted my bank to get payment information. I'm going to present all this information to BBB and perhaps my lawyer.
