Associa, Inc. Lazy, Incompetent and Cavalier attitude with clients Colorado Springs, Colorado

Associa Inc. (which has its headquarters based in Dallas, TX) is the property management company our condo association (Rockrimmon Condominiums) has retained to handle such typical duties as maintenance issues, taking complaints and enforcing the rules & regulations, administrative and financial duties, handling contractual matters on behalf of the condo association's Board of Directors, etc. Our community's assigned representative of Associa Inc. is LEISA KLINGE. Predication: In the last year and a half, I have called Klinge to bring issues to her attention, such as dirty conditions in the hallways, and most notably, noise complaints (specifically music and barking dogs). Our condo's covenants (rules & regulations that all tenants/owners of condo units must abide by) explicitly states that tenants will NOT allow or cause noise which disturbs tenants in adjoining or nearby units. It further states in very plain language that these noise restrictions apply to music, parties, unruly behavior, and noisey pets. My first dealing with Klinge was in regards to noise originating from loud music emitting from a nearby unit. I had to call her three times to finally get a response from her. However, the problem wasn't resolved by Associa/Klinge - Rather, I had to resort to lodging a formal police complaint to get them to cease the loud music. My next dealings with Klinge were in regards to two adjacent units wherein the tenants both had dogs that bark everyday whenever myself or anyone else opens/closes hallway doors and/or tenant door. The dogs also bark when someone in the hallway talks, jingles their keys when entering their unit, or any other sound that gets their attention (bear in mind that our condo community is normally very quiet, so the slightest sounds in the hallway tends to set them off). The barking often escalates if one dog starts to bark, causing a chain reaction wherein the other dog barks as well. This has been an on-going issue for approximately three (3) months. After finally getting tired of being disturbed by the dogs' incessant barking at any given time of the day (the barking occurs in the mornings, afternoons and even some evenings - I have documented two occasions where one of the dogs barked non-stop for almost 5 minutes when I came home from work at 2 in the morning), I made an initial complaint to Klinge/Associa which essentially went unanswered. Klinge has had a pattern of not returning calls unless threatened with the prospect of me making complaints to her supervisors in Dallas and/or the Better Business Bureau. Because the barking continued unabated despite Klinge's assurances that she had sent the offending tenants warning letters, I was forced to make a formal complaint to the local Humane Society (who are the quasi-governmental agency that deals with citing violators of barking dog laws) - After being contacted by a Humane Society Officer and warned that they could face fines if they did not abate the barking, the tenants have continued to essentially ignore that warning as well and have gone on to continue to allow their dogs to bark. These tenants (who I will publicly identify by name and unit numbers in a follow-up post on RipOffReport should they continue to brazenly disregard the peace & quiet of my home and disturbance of my guests) have shown that not only do they have no respect or common courtesy for their neighbors, but that they also believe despite the aforementioned warnings they can let their dogs bark at every little sound they hear. I guess they think they live within a bubble where their actions (lack of controlling their dogs' barking) do not effect the people around them. To them, I say "The world doesn't revolve around you. Learn some manners, and respect other people's right NOT to have to be disturbed by your unruly dogs!" It is people like them with cavalier attitudes that make the concept of being "neighborly" an antiquated concept. To those tenants, I have but one more thing to say: I hope you get bark-collars for your dogs soon because I intend to continue to make complaints to the Humane Society until such time as the barking ceases - Maybe if it hits your wallet hard enough, you'll act civilized and control your dogs! I don't pay good, hard-earned money to have to tolerate it!" Now back to Associa/Klinge - I recently made a seond complaint about the barking dogs issue. Klinge's response to me was that she does not answer to the tenants, only the Condo Board of Directors. Klinge's unprofessionalism, lack of taking complaints seriously and doing her due diligence to rectify them, her sarcastic and cavalier attitude, and her overall lousy performance to fulfill her contractual duties to our community have caused me to file this public complaint. I have several emails to/from Klinge detailing my formal complaints, tape recordings of the dogs daily barking habits, and the call-for-service report from the Humane Society documenting all of the above. Should it become necessary, this evidence will be the foundation of legal action against Associa/Klinge and/or the offending tenants. More public complaints will be made with every negative interaction I have with either Associa and/or Kline and/or any other staff member I deal with from this day forward. For those communities that are contemplating hiring Associa, Inc. to act as their property management company, be warned - From my experience, they are incompetent, lack staff with adequate customer service skills, and generally avoid doing their duties/responding to their clients by ignoring them as long as possible...Avoid this company. If you are already stuck dealing with this company, do not tolerate their unprofessionalism. Complain to your Board of Directors about any dereliction of their duties. And do not be afraid to make public complaints like I have with such organizations as RipOffReport.com, AngiesList.com, your local Better Business Bureau, etc. (Ironically, if you check Associa's BBB rating, it is listed as an A+ business despite the fact that 84 complaints have been made within the last twelve months against them). It is every law-abiding, hard-working citizens' rights to expect quality service for which their money pays...Publicly "outting" these companies and their substandard staff or services goes a long way in compelling them to do their job at the risk losing business. LEISA KLINGE / ASSOCIA- You have the chance to redeem yourselves by rectifying the dog-barking issue and by issuing me a written letter of apology. MAKE NO MISTAKE, as long as you continue to marginalize the complaints brought to your attention, I will continue to make it publicly known.
