Richard Harper sold me a car privately. He made the car sound perfect and kept saying he would never rip someone off or lie about a car he was selling. He purposely sold a car that needed much more work than he said. Not minor work, very expensive work. He just made it seem like there was nothing wrong by using temporary bandaids on big problems just to get it sold. This man is very deceptive. He seems friendly and trustworthy but do not believe it. He would take the shirt off your back if he could. He also has family in Hancock, MD and may use an address there. I do not have a picture of him but you could not miss him if you were to see him as he probably weighs every bit of 400 lbs. Beware of Richard Harper. Do not trust him and above all do not buy anything from him.
