Saul Alinsky's "Rules for Radicals" utilizes "Community Organizing" via the "Hegelian Dialectic". It is not just used directly against entire "Target Groups" a.k.a. "Target Populations" as a whole; whilst they will be the ultimate intended victim.
Alinsky favors one particularly nasty option in the purposeful "Agitation" of individuals, which has proven very effective in creating the turmoil that subversives desire to effect "Change", and, revolution, from a localized a.k.a. "Community" level, replicated accross many Communities, via what he calls "Change Agents", rather than a top-down approach.
For those who understand the Marxist's new face in the false "Green Agenda", "Agenda 21" and the real aim of the Communist United Nations, the eventual horrible consequences for the host populations, such as total degradation of the society, Eugenics (Pathway in the UK, already a crowning acheivement of their Talmudic plans), social upheaval, Communism, Depopulation, are Genocide, are not hard to put together.
Alinsky's "Rules for Radicals" is very, very specific about the method of "Agitation" and its aim:
CREATING A COMMON ENEMY IN THE TARGET POPULATION VIA CONSTANT HARASSMENT OR PROVOCATION OF AN INDIVIDUAL, WHO WILL REACT AND BECOME VERY UNPOPULAR.

Point (1.) A detailed example of how this works. Further examples follow, but not in such depth.

1.1) The "Community Facilitator" (a type of Change Agent,; specifically an "Inside Agitator" in this example) will follow the instructions from their higher up "Change Agent" (an "Outside Agitator" in this example) who stays behind the scenes. Their primary job will be to pick a target for agitation and harassment.
1.2) He will organize activities that are designed to agitate and provoke that target in any way that is available to him. All activities are organised and constructed into every day occurrences to evade criminal implications. Obviously the community will be used unknowingly in any way possible to assist in this agitation of this person who lives alongside them. This technique relies on proxies.
1.3) When there are reactions, he will spread the rumors throughout the community.
1.4) He will lie and stage any event, even criminal so that people hear or see it.
1.5) Everyone rushes to the Facilitator/Agitator's side to support him and any facility which he uses as a base (often a Village or Parish Hall, whilst these people are NEVER actually Christians if the truth be told) against the alleged aggressor (a.k.a. tormented victim of months/years of harassment).
1.6) When people come to his aid, he will set up further discomfort for the target and put people in the way of his activities of nuisance etc., so that what he is saying about the victim is believed.
1.7) He will then get everyone to agree to take action, legislate, or eve3n criminally punish the target. Th Community agree because they are convinced that they have a nasty element to take care of
1.8) The target is set up.
1.9) Hero status for the community facilitator. He has been right all along and has everyone rallying round as the victim has been eliminated in some way or has some great restriction placed upon them or they're visibly dejected and totally beaten, depressed and withdrawn.
1.10) Whist this process is ongoing they will continue to slander so that the targets support network is cut off, to achieve more chance of reactions. More targets will be acted against; and of course these efforts will be concurrent or staggered.

That above is Saul Alinsky Rules for Radicals Community Organizing and has been in action in Rudry, South Wales, United Kingdom and other rural communities for over 30 years on and off.
It doesn't stop there, they will organise events in a way to cause friction to keep people protecting and supporting the facility against the nasty man. They must keep the tension on so that everyone will keep supporting them.
Other examples of how they cause the reactions
2.0) Blast music so it is heard through the victim's home.
Look everyone, he is trying to stop parties.
Result, everyone supports them against the party poop = COMMUINITY SUPPORT.
3.0) Set up 3 football matches at the same time 8.30am and direct people right to the victim's kitchen window for no particular reason.
Result, look everyone, he is stopping 5 aside football. Forgetting to tell people of the time and the scale of it = COMMUNITY SUPPORT.
4.0) Set up 7 scout groups at the same time. Set up all the tents to the side of the target's property and ensure that there's a weekend of non stop games that are always peculiarly loud.
Result, look everyone, the nasty man is complaining about children, he must be bad = COMMUNITY SUPPORT.
5.0) Make malicious criminal accusations of harassment and threatening behavior which never happened.
6.0) Make property/planning related complaints about the victim, which are known to be bogus, like the boundary line has been built over, and the planning needs to knock their house down. Solicitor and court costs sap the victim's pockets of cash, and put them under massive stress for years at a time.
7.0) Make further complaints of the same nature when the first case eventually falls down. Strangely the council don't always side with the victim and don't always seem perturbed by the fact that the same group of complainants had no case the last time and showed a vexatious interest in causing them massive problems for no apparent gain.
8.0) Simultaneously, they will stalk us; (9.0) report me to the council for anything they can think of, constantly; and, (10,11,12, . . .) spread lies etc..
Increase the anger, more chance of reactions to show everyone how bad they are, to get them to form a natural hatred of their alleged enemy, that they may all rally round a common cause, and have faith in what has been established as their leader, who's knows how to act and is diligent in their aims.
Obviously, the tireless activities of these Change Agents would come under scrutiny sometimes, but not so much when it's not a group who they are targeting. This tactic looks like the opposite of typical politics, and being 'grassroots' and on a Community level, the unwitting partakers will therefore be less likely to ask questions about the financing of their wolf in sheep' clothing resident Change Agent, who's aim is ultimately to destroy or them or at least their way of life.

These two make malicious allegations about people's property being on public land, that they be knocked down; and when this fails, they try it out again a couple of years later on the same target, and again, eventually, after years, it's found that they have made a second malicious allegation. Why would anyone do this?
Christopher Allender allegedly sends out poisonous letters, which he writes in his left hand. Allegedly, he writes that people's spouses are cheating on them; then, when this doesn't work, he says he's going to kill them; spreading horrible gossip, including stories that people's houses are built on public land, to agitate the once friendly neighbors of the victim of his vicious, Saul Alinsky, Rules for Radicals, Marxist, Talmudic harassment.
