Topbuy Charged me for a phone I don't have, Internet

I purchased a new phone on 23 September 2011 with Topbuy.com.au. I received the phone 2 weeks later and found the phone to be faulty (it wouldn’t charge). I then contact Topbuy who said to return the item and that they would replace it once it was tested and confirmed to be faulty.I returned the item once they issued me with an RA number (TBRMA9018170). They then received the phone on the 13 October 2011 and said that the phone was faulty and would send out a new one. Three weeks later I still hadn’t received the replacement phone and Topbuy couldn’t give me any answer just keeped saying we will send one out soon. I then sent them an email saying I would like a refund as they are taking too long to send me a new phone. I received an email back to say they had already refunded me, I then explained that they hadn’t and that I had only received a refund for the postage I had paid to return the faulty item. It has now been over a week and they still haven’t refunded me and they just keep making excuses, even though I have threatened to take the matter further if they didn’t refund me within 24 hours and that was a week ago.
