hipay.com Refusing to give me my money back , Internet

I subscribed to www.media-members.com and after trying for NUMEROUS times to download movies I eventually ended up asking for a refund because NOTHING I tried to download ever downloaded properly or at all or if it EVENTUALLY did download the files was unreadable. Then eventually they refunded me - via www.Hipay.com. Now after NUMEROUS attempts and requests to have my money paid back into my bank account the ever so politely replied with -

Needless to say I replied with: So in other words I cannot get my money back is that what you;re telling me???!

Sorry but if you want your money back, you have to have a bank account in one of the countries listed in the withdrawal request menu.
