Nonreturn of Afghan student tuition

Afghan student wanted to become a commercial pilot and was directed to Phoenix Flight Academy with Ms. Ritu Chaturvedi with the promise of reduced fees because of his previous flying background. He was not granted a student visa and the school has not returned his money. I have contacted as many groups as I can but because the money was sent internationally, it seems we don't have any recourse. I don't understand how this is not theft. The Canadian government should close this school because of fraud. The school should be made to restore the funds to the students who sent their hard earned money to pay for the "tuition" for training that they never received.
