This all started in February on the 17th, 2011. We moved from Missouri to Wyoming in Aug/Sept 2010. I received 2 bills with different account numbers on them not knowing what they were for- the first had been sent directly to our home, the other forwarded from Missouri. It turns out that they were open tolls (I had thought they were not open yet due to construction). Anyways, the one from Missouri had a late fee and collection fee on it and I was trying to dispute it b/c I had JUST received the bill (the toll had been in October from what the statement said). The original charge was for $10, and then included a $5 late fee and $15 collection fee. I paid the Wyoming one without a problem, I had just received it, so ok pay the bill. I had told the rep that we had been in Wyoming since Aug/Sept 2010 and they had sent the notice to Missouri so I had no clue about it 'til it came months later (Jan/Feb). She (Tiffany, operator # 74) said there was nothing I could do because it was with the collection company and anyways, they mail them to wherever the plate is listed at the time the toll had been accrued. She gave me the number to contact the collection company (Linebarger Goggan Blair & Sampson, LLP). I called and spoke w/ Brent who searched through the system trying to locate the account. He found no record of it and said to call back on Monday. Needless to say, I haven't heard anything regarding this until today when we received a bill for $130!! I called to ask if anyone could help me with it, trying to explain what had happened and all the guy (David-mumbled his last name) kept saying was it's psychology. "A golfball looks big 'til you put it next to a baseball, a baseball looks big 'til it's next to a bigger ball..." He wouldn't listen at all and just threatened it would keep snowballing into a larger fee and just pay the $130. I told him I don't agree w/ it but fine, we'll pay the $30, but $130 was outrageous when I never heard about the $10 bill to begin with until it already had a late fee and collection fee. To top it off, they mailed it to an incorrect address in Missouri! Then they had no record of it in the system and I hear nothing 'til today, June 20th? He said he saw notes saying I was disputing the $30, and it would've ended up at $130 anyways. That's when he started using the whole psychology ball analogy. I asked him why would I pay one bill and not the other on the same day and he wouldn't listen at all. Just kept treating me like I was some kind of degenerate that was trying to scam. He got me to the point of crying, which unfortunately, my husband saw and that was it! He took the phone and yelled at the man for pushing me to the point of tears. There's got to be something or someone who can help with this!!! PLEASE!

E-470 mails a toll statement to the address on file with the department of motor vehicles in which the vehicle is registered. Before it is mailed, the address is also run through NCOA (national change of address). If the owner has not updated their mailing address with the DMV or filed a change of address, the mail will be returned. E-470 will run skip trace to find another address. The unpaid tolls continue to age through the billing/violation process while everything is done to find a correct address. The registered owner is responsible for updating his/her address. After the second month of nonpayment, the tolls are moved to the collection process. The collection agency uses many methods to find a good address such as checking magazine subscriptions or utility bills. When a current address is found, the next piece of E-470 correspondence is mailed with the appropriate fees and/or fines that have accrued during nonpayment of the tolls. Opening an EXpressToll account will save customers 20 percent in tolls on E-470. Credit cards on file for License Plate Toll customers are charged either by the customer to pay tolls incurred a few days ago or to pay the monthly statement. The customer can also request that E-470 charge their card to pay their statement automatically. Customers with questions or issues regarding their tolls should contact the EXpressToll Service Center.
